
Brigadier General - 2002-2004 - Head of the Military Topographic Directorate
ALEXANDRU CIOCAN was born on March 27, 1949, in the village of Scărișoara, Olt County.
In 1963, he completed his secondary education and continued to high school, graduating in 1967.
On September 24, 1968, he became a student at the "Ioan Vodă" Military Officer School in Sibiu, which he graduated from on August 18, 1971, with the rank of lieutenant.
Between 1971 and 1973, he served as platoon commander for command (research, radar, meteorology, and topography) at the "Ioan Vodă" Military Officer School in Sibiu.
In 1975, he was promoted to the rank of lieutenant colonel, and on July 31, 1976, he was appointed commander of the 11th Battery of students.
Between 1979 and 1981, he attended the Military Academy in Bucharest, specializing in artillery, and was promoted to captain in 1981.
In 1981, he became an instructor at the Department of Tactics, Research, and Topography at the Artillery Instruction Center. By 1983, he was promoted to chief lecturer within the same department.
In 1986, he was promoted to the rank of major, and in 1987, he was appointed lecturer at the Artillery Tactics Department at the Military Academy in Bucharest.
In 1990, he was promoted to lieutenant colonel and was appointed associate professor within the same department.
In 1993, he became a professor at the Department of Weapon Tactics, Faculty of Ground Troops, at the National Defense University.
From 1994, he was appointed head of the artillery office at the Artillery Inspectorate within the General Inspectorate of the Ministry of National Defense.
Between September 22, 1996, and December 21, 1996, he attended the international course for staff officers at the Netherlands Defense College.
In 1997, he was promoted to the rank of colonel and, from June 1, 1997, was appointed head of the Artillery and Missile Section at the Doctrine and Instruction Directorate within the General Staff. In the same year, he attended the Joint Operations and Multinational Forces Command and Staff Course (JOINT).
On August 1, 2000, he was appointed expert adviser (artillery and missiles) in the Standards and Evaluation Instruction Service at the Doctrine and Instruction Directorate.
On March 15, 2001, he was appointed adviser to the Chief of the General Staff.
From August 1, 2002, he became the head of the Military Topographic Directorate.
On February 20, 2004, he was promoted to the rank of Brigadier General.
He was retired in December 2004.
