
Vice Admiral - 1938-1940 - Director of the Military Geographic Institute
EUGEN (EUGENIU) ROȘCA was born on December 1, 1881, in the city of Galați.
He attended the Artillery and Engineering School, starting on September 19, 1904, and after graduation, on July 1, 1906, he was promoted to the rank of second lieutenant and assigned to the Black Sea Division, where he remained until April 1, 1908, when he was transferred to the Danube Division.
On April 1, 1910, he was transferred to the Ministry of War at the Naval Directorate and was promoted to lieutenant on May 10, 1910.
He returned to the Black Sea Division on October 10, 1910.
In 1911, he was awarded the "Crown of Romania" order with the rank of knight, and on April 1, 1911, he was transferred to the Naval School.
From September 11, 1911, he attended the Higher School of Electricity in Paris. Later, he completed his practical training in Berlin, at Kuth and Semiens Schukert, until May 1, 1913.
On May 8, 1913, he was mobilized and remained in this state, with short breaks, until October 28, 1928. On April 1, 1914, he was promoted to captain and assigned to the Danube Division.
He was promoted to lieutenant commander on April 1, 1917, and served at the Fleet Command at the Danube Division.
On June 1, 1918, he was appointed to the monitor "Lahovary." A year later, he was promoted to captain-commander and appointed to the Ministry of War, and from May 1, 1919, he was transferred to the Naval Directorate.
In the fall of 1919, he went to Paris to attend the courses of the French Naval War School. He completed his practical training with the French Fleet and was awarded the French order "Officer of the Legion of Honor."
On November 8, 1920, he was appointed to the Navy Command. At the beginning of 1921, he was transferred to the Naval Inspectorate, and from November 3 of the same year, he was assigned to the Bessarabia Command. He returned to the Naval Inspectorate on April 1, 1922.
He was awarded the "Crown of Romania" order with the rank of officer.
On March 20, 1926, he was appointed commander of the destroyer "Mărășești." He was promoted to the rank of commander on April 1, 1926, and appointed to the Naval Inspectorate.
On June 8, 1932, he was appointed chief of staff at the Navy Command, then chief of staff at the General Inspectorate of the Royal Navy. On August 12, 1934, he was appointed director of the Naval Directorate, and from November 1, he became the commander of the Danube Division.
On April 1, 1938, he was promoted to the rank of rear admiral and appointed director of the Military Geographic Institute.
In this position, he was promoted to vice admiral on June 8, 1940. He was awarded the "Crown of Romania" order with the rank of commander.
On June 21, 1940, he was appointed commander of the Royal Navy.
He held this position until June 16, 1942, when he resigned due to illness, but remained within the Royal Navy Command until December 1, 1943, when he was placed in reserve.
He was imprisoned by the communist regime and died in prison, with the date of his death remaining unknown.
