Iacob Lahovari was born on January 16, 1846, in Bucharest.
On July 10, 1862, he became a student at the Military Officer School in Bucharest, which he graduated from on July 10, 1864.
On April 1, 1865, he was "attached" to the General Staff Corps Section.
In 1868, he completed the Polytechnic School in Paris and was promoted to the rank of lieutenant.
In 1871, he received the rank of captain, and on January 1, 1872, he was transferred to the Operations Section of the General Staff.
On January 1, 1874, he was promoted to the rank of major.
He participated in the War of Independence (1877-1878), receiving the "Virtue Military" Medal, 1st class (1877) and the "Star of Romania, in wartime" Order (1878).
On December 1, 1878, he was promoted to the rank of lieutenant colonel, and on March 16, 1883, to the rank of colonel.
In 1885, he was appointed deputy chief of staff and later head of Section III, and from 1886 to 1888, he was head of the War Depot.
In 1887, he was promoted to head of Section I ("Operational theaters, geography, and military topography of the country") in the Great General Staff.
On February 21, 1891, he was promoted to the position of Minister of War and remained in this position until February 23, 1894.
On April 4, 1891, he was promoted to the rank of brigadier general.
From October 1895, he went through a tumultuous period, justified by the instability and rapid alternation of political parties in power, during which he was activated and made available until April 11, 1899, when he was again appointed Minister of War.
On April 1, 1900, he was promoted to the rank of major general, and on February 24, 1901, he was replaced from the position of Minister of War.
Between 1904 and 1907, he served as Minister of Foreign Affairs.
He passed away in 1907 at the age of 61.
