Engineer Colonel - 1997-2001 - Head of the Military Topographic Directorate


MARCEL CHIRIACESCU was born on April 17, 1946, in the village of Măneasa, Ialomița County.

He attended general school in his hometown from 1952 to 1959 and completed his high school studies at the General Culture High School in Urziceni, graduating in 1963.

Starting in 1963, he attended the Higher Military Officer School in Sibiu, specializing in topography, until 1967, when he was promoted to the rank of second lieutenant.

After graduation, he was assigned as a "second-class topographer in the topography office of the Geodesy Section" within the Geodesy and Topography Unit in Buzău.

From 1967 to 1970, he attended the Military Technical Academy, Faculty of Geodesy. After completing his studies, he was assigned as an assistant in the topography office of the Topography Section within the Geodesy and Topography Unit.

He was promoted to the rank of lieutenant major in July 1971 and transferred as an assistant to the astronomical office of the Military Astronomical Observatory in Bucharest.

Between 1971 and 1974, he was part of the team that determined astronomical coordinates and azimuths on the territory of Romania. On July 19, 1974, he was appointed scientific researcher at the Research Laboratory of the Military Astronomical Observatory.

On December 30, 1976, he was promoted to the rank of captain.

On August 16, 1978, he was appointed as officer 2 in the design-production team of the Computing Office within the Military Topographic Directorate, and from May 1981, he was an officer 2 in the Information Systems Analysis team of the Computing Office.

He has a rich scientific activity, contributing to the development of works and obtaining two innovator certificates: one in the field of astronomy in 1978 and the other in the field of automated cartography in 1982.

From April to July 1982, he attended a post-academic engineering improvement course at the Military Technical Academy, and in August of the same year, he was promoted to the rank of major.

On June 30, 1984, he was appointed as officer 2 and head of a working group for the ARISTO automatic drawing installation within the Computing Office of the Military Topographic Directorate.

He was promoted to chief engineer and deputy commander at the Cartography and Photogrammetry Unit on March 3, 1987, and on August 23, 1988, he was promoted to the rank of lieutenant colonel.

On January 1, 1991, following the reorganization of the Cartography and Photogrammetry Unit into the Research and Design-Production Institute for Military Topogeodesy, he was appointed as the chief of staff.

From February 1, 1994, he was appointed as head of the 2nd Office for Collaboration and Work Reception within the Military Topographic Directorate, and on May 1, 1994, he was named deputy head of the Military Topographic Directorate. In the same year, he completed a postgraduate course at the Institute of Defense Resources Management in Monterey, California, USA.

He was promoted to the rank of colonel on July 31, 1995.

He was appointed head of the Military Topographic Directorate on November 28, 1997, a position he held until June 30, 2001, when he was retired.
