Brigadier General, Doctor, Engineer - 1984-1997 - Head of the Military Topographic Directorate


MARIAN ROTARU was born on August 14, 1937, in Bucharest.

After attending primary and high school in Bucharest, he entered the Military Technical Academy in 1956.

From 1956 to 1962, he attended the Military Technical Academy, Faculty of Military Technology, Geodesy Department, a six-year course.

After graduation, he was assigned to the Geodesy and Topography Unit in Buzău, where he performed and coordinated measurement work and data processing for national geodetic networks of orders I-IV.

In 1965, he was seconded to the research team of the Military Topographic Directorate, where he coordinated scientific research activities, technical creation, and informatics, until 1969 when he was transferred to the Military Topographic Directorate.

During this period, he began a rich technical and scientific career, participating in numerous specific events both nationally and internationally.

He also engaged in intense teaching activities, delivering advanced geodesy lectures at the Military Technical Academy and teaching courses at civil universities in related fields (geodesy gravimetry courses at the Faculty of Railways, Roads, and Bridges, and Geodesy at the Technical University of Civil Engineering in Bucharest).

He has an extensive scientific and publishing activity, ranging from specialized articles to reference works in the field, to which he was co-author or author.

In 1971, he attended an 11-month foreign language course in German.

In 1975, he obtained a PhD in geodesy from the Technical University of Civil Engineering Bucharest.

In 1977, the work "The Theory of the Earth's Figure," which he co-authored, was published. For this work, he was awarded the "Gheorghe Murgoci" prize by the Romanian Academy in 1980.

In 1977, due to his outstanding professional results, he was promoted exceptionally to the rank of lieutenant colonel, three years ahead of schedule.

In 1984, he was appointed head of the Military Topographic Directorate.

From 1984 to 1985, he attended a post-academic superior course for 10 months at the National Defense University "Carol I."

In 1990, he was exceptionally promoted to the rank of brigadier general.

With a vast body of work in toponymy (geographical naming), appreciated nationally and internationally, he was recognized and confirmed as an expert for geographical names by the United Nations in the Romanian-Hellenic Linguistic Division in 1991.

He was accredited as a scientific PhD advisor in geodesy-cartography in 1991 and later as a senior scientific researcher, grade I, in topogeodesy, at the Military Technical Academy (1993).

On October 31, 1996, while serving as the head of the Military Topographic Directorate, he was appointed by the Romanian Government's Prime Minister as president of the National Office of Cadastre, Geodesy, and Cartography (now the National Agency for Cadastre and Land Registration), with the rank of Secretary of State.

He served as head of the Military Topographic Directorate until 1997, when he was retired.

He passed away on April 13, 2012, at the age of 75.
