MARIN ALNIŢEI was born on November 24, 1958, in Constanţa, Romania.
He attended general school in the village of 23 August, Constanţa County, from 1966 to 1974. He then completed his studies at the "L.I.C.M" Industrial High School No. 1 in Pitești, graduating in 1978.
From 1978 to 1981, he attended the "Ioan Vodă" Military Artillery School in Sibiu, specializing in topography. Upon graduation, he was promoted to the rank of lieutenant and assigned to the Cartography and Photogrammetry Unit within the Military Topographic Directorate.
In 1978, he completed an advanced course for officers of arms and military specialties. During this time, he carried out geodetic work in triangulation and leveling as part of the annual topographic campaigns. He was recognized for the exceptional accuracy of his work, his rigor, and self-discipline in performing determinations, processing data, and deciphering work.
He was awarded the "Meritul Militar" Order, 2nd Class, in 1987.
In 1994, he completed a staff course for officers of arms and military specialties.
In 1996, he received the "Meritul Militar" Order, 3rd Class.
He attended the Faculty of Geodesy at the Technical University of Civil Engineering in Bucharest, specializing in geodesy engineering, and graduated with a degree in 1998.
In 2001, he attended a NATO course for geographers in Germany.
In 2004, he took an intensive English language course and, in the same year, completed a course on command procedures and staff development, focusing on joint forces and multinational operations, organized by the National Defense University "Carol I."
In July 2005, he was appointed Deputy Head of the Military Topographic Directorate and authorized to fulfill the duties of the Directorate Head.
On July 1, 2007, he was appointed Head of the Military Topographic Directorate.
In 2007, he attended the "ADL Course Introduction to NATO on the PfP LMS."
In the same year, he was awarded the "Virtutea Militară" Order, in the rank of Knight, and the Honor Emblem of the Romanian Army.
In 2008, he completed a course on communication and public relations for senior commanders and headquarters, and in 2009, a postgraduate course on strategic leadership.
Starting in 2010, he implemented a project for the Ministry of National Defense to provide aerophotogrammetry services and create orthophotoplans across Romania and services to digitize and update the Agricultural Parcel Identification System for the Ministry of Agriculture and Rural Development, according to Government Emergency Ordinance No. 21/2010, approved with subsequent amendments by Law No. 136/2010.
In the same year, he initiated the participation of the Ministry of National Defense, through the Military Topographic Directorate, as a coordinating and collaborating public authority in the National Infrastructure for Spatial Information in Romania, in line with Government Ordinance No. 4/2010, approved with subsequent amendments by Law No. 190/2010.
To fulfill this requirement, he initiated and developed the "General de Divizie Constantin Barozzi" Geoportal of the Military Topographic Directorate, which also serves as the Ministry of National Defense's component for Romania's INSPIRE Geoportal.
In 2010, he was awarded the Honor Emblem of the General Staff and the Honor Emblem of the Romanian Air Force.
He took the necessary steps to grant the honorary title "General de Divizie Constantin Barozzi" to the Military Topographic Directorate and the honorary title "Lieutenant Colonel Constantin Căpităneanu" to the Military Astronomical Observatory on July 16, 2012.
On November 12, 2012, he received the Military Battle Flag for the Directorate of the Military Topographic Directorate "General de Divizie Constantin Barozzi," in accordance with Presidential Decree No. 561, marking the 153rd anniversary of the Directorate.
In 2012, he was awarded the Emblem of Honor of the Ground Forces and the Emblem of Honor of the Naval Forces.
Starting in 2013, he initiated the creation of the geoportal and website of the Military Topographic Directorate "General de Divizie Constantin Barozzi."
In 2013, he was awarded the Emblem of Honor of the Defense Intelligence Service and the "Virtutea Militară" Order, in the rank of Officer.
On October 30, 2014, he retired from the military.
Since February 2, 2015, he has served as an advisor to the General Director of the National Agency for Cadastre and Land Registration, and since June 2015, he has been appointed Director of the Control Structure within the same agency.
